　　嘉靖九年十一月丁亥朔先是  上谕大学士张璁等曰朝著重地华夷毕会之所我  皇祖时内阁锦衣卫官侍立于座之东西盖在陛上也此可遵复朕惟王言不为不重群臣四夷瞻奉在此凡领敕者欲令翰林官一人捧侍内阁官后候承旨授与领敕官回本班之次卿等即会礼官议闻于是礼部尚书李时与璁等议以常朝毕内阁官于东陛锦衣卫官于西陛各以次升立于宝座之东西锦衣卫官在司礼监官之南捧敕用翰林官日轮一员立于内阁官后候承旨由左陛下至御道授与领敕官回至本班之次诏可璁等寻具谢  上曰此  皇祖文皇帝之制夫阁臣职首文班位居辅弼所宜近侍卫官侍之座傍乃便于承旨岂得无谓亦岂朕之己意览陈谢足见祗慎
