　　正德九年九月庚申朔户部会议巡抚官所上事宜一各处兑粮稽缓宜令司府州县掌印管粮官十月内开仓徵完十二月内运送交兑仍敕监兑官于十一月内至水次督并兑完赴京复命次年正月终未完者监兑官劾治之一旧例过江脚米一斗三升近减其三升宜复仍旧一轻赍银两务令有司随粮徵足方许出给通关庶使脚价有备运军免于称贷其上运官军敢有需索有司粮里酒食财物以致争攘耽误者重治其罪一旧例运粮官军有犯除强盗人命重情余俱待粮完之日勾问宜申明遵守一天津以北须用雇船剥浅近者船户率高价取嬴而运军受害宜行管河郎中副使禁约区处一添设淮扬二府巡捕通判一员使管运河道官各得颛职一裁革湖广巴陵县税课局并其税于岳州府税课司诏皆从之
